The book is meant for the tribals: both manipur and the north eastern states of india. Manipur is a tiny state but strategically important as it bordered by various South East Asian countries. Before India`s independence, Manipur was a princely state which was merged into the Indian Union. Needless to remind the readers that most of the development works, duuring the last several centuries, are concentrated in the vally where the hill tribals are exploited in one form or the other. The hills, as mentioned earlier, are inhabited by various tribes commonly known as the nagas and the chin;kuku groups. The relationship between the two communities is far from satisfactory. Issues on constitutional and administrative problem are minutely examined with special reference to the 73rd amendment and the sixth schedule of the constitution. The book describe deeply about the Education problems, specially primary education, forests problems land- use etc. ISBN : 81-7049-117-7, 2001,
