Orderly conduct of human behaviour is the touchstone of Law, Mortality ensures self-control, whereas law regulates social control. If every individual in the society practice mortality, then there is no need for law. It cannot be possible because the universe consists of equal number of saints and sinners and that way, It is balanced. Law provides the rules of the game for the individuals in the civilised society.
