In the seventies, energy was brought into the security domain for the first time when oil-exporting countries decided to determine the price of oil by mutual consultations under the aegis of OPEC. It acquired a strategic dimension in 1973 when Arab oil-exporting countries declared an embargo of oil shipments to the United States as retaliation against its assistance of the Israeli military. Since the seventies, the debate on energy security has been largely defined in terms of the Western perspective. In particular, the United States has been leveraging its oil needs to rationalize its domination on the making of the global oil regime and even strategizing its relations and presence in the oil rich regions of the world, namely, the Persian Gulf and Central Asia.
