The United Nations, which India approached early in 1948, has so far failed to redress the wrong. Interested powers, taking advantage of the situation, allowed the issue to be side-tracked and get lost in power politics. Consequently the relations between got embittered, resulting in armed clash between the two India and Pakistan. Once the third neighbour , the USSR , took the imitative in arranging a meeting between the Prime Minister of India and the President of Pakistan at Tashkent , to smoothen and normalize the relations between the two countries.
