The Essential Commodities Act extends to the whole of India and because of the extensive complexity and range of problems involved, it provides for diversification of powers to regulate production, supply and distribution etc., of essential commodities made possible through delegation of powers and Control Orders.

A separate chapter has been devoted to Prevention of Black-marketing and Maintenance of Supplies of Essential Commodities Act, 1980.
