In 1947, India’s population was estimated to be about 345 million. By the 2001 census, it had almost tripled to 1.02 billion, and official projections for July 2007 put it at 1.13 billion. Such rapid growth has powerful implications for social and economic development. This Report, the first of its kind, makes an in-depth study of the levels, trends, patterns, and changes in the size, structure, and distribution of population in India over the past 60 years. It also assesses the impact of government policies and programmes on population growth, and highlights what remains to be done to achieve an optimum quality of life.

The Report also measures the progress of Indian states towards National Population Policy goals. This is done by calculating the index of progress in terms of ‘impact indicators’ like total fertility rate, infant mortality rate, maternal mortality ratio, and proportion of girls married before the age of 18 and ‘programme indicators’ like the demand for contraception, extent of safe deliveries and level of child immunization and level of births registration, and outlines strategic options for achieving population stabilization in India.
