The aim of Defence Procurement and Production is to ensure quality, timeliness and value for money to provide defence equipment to the Armed forces. Recently new system of broad structure have been announced. "Indigenisation and Self Relaince" have been the cardinal goal of India`s polocy of fulfilling defence requirements. Do we have the right strategy for our defence R&D? Are our defence production agencies in the public sector participation adequate? India`s Military expenditure in 1995 was 8 billion doller , wheres even a small country like `Tiwan` spent 13 billion dollars in the same period. India`s Defence budget considering its size and security concerns is one of the lowest yet during the last financial year a sum of 6000 Crores against "Capital account ` was surrendered being the unspent amount . Obviously we need to carry out budgetary reforms.? Our procurement apparatus , primarily dependent on imports is both inadequate and need much awaited streamlining and modernization.
