The idea of regional development originated with Stalin who wanted to develop each region in the former Soviet Russia in such a way that in the event of an invasion, the occupation of any region by the capitalist powers might not cripple the economic power of the country. Regional development began to receive attention in the Western countries in 1930, on welfare considerations. Imbalances in regional infrastructural availability have been a major reason behind lopsided development in India. Continuous study of economic trends and rates of growth in different areas and of the programmes bearing on the less developed regions is useful in formulating programmes for more balanced regional development. The concept of regional development in India originated during the Second Five Year Plan. The level of living can be usefully defined as real income per person after investment. By real income is meant income in terms of purchasing power. Level of living depends on personal income and consumption expenditure of a household. A level of income or expenditure higher than this means better conditions of living. The variation in the levels of living is the direct consequence of deficiencies in India`s planning process and implementation mechanism. The book consisting of 21 chapters provides good insights into the issues relating to widening regional disparity and distorted picture on levels of living. Future researchers in this area would receive good impetus from this book for improving the methods of data collection and the desired analytical tools.
