This work, besides assessing the land reforms made by the British Indian Government by the legislation of 1859 with the intention of providing immunity from further enhancement of rent payable by the cultivators (Ryots), and also improving the lots of zemindars of Bengal, has compiled important original documents of experts and civil servants reflecting the attitude and policy of the Government. The permanent settlement failed to achieve its purpose and so did the legislation. Their authors failed to identify the complexities of the Indian rural socio-economic structure.
