Throughout independent India`s twenty-five year experience the focus has been on planning at the national level. Yet if development plans are to take effect it is imperative that they take into account the regional peculiarities and diversities that characterize a large country such as ours. Accordingly the Planning Commission has suggested to the various state governments that they adopt a micro-development approach that would assure the extension of overall development policies to the local level. For purposes of data collection as well as local resource-mobilisation the basic spatial unit employed is the district and it is this unit that must be considered in the formulation of micro-plans. This study of the Gurgaon District adjoining Delhi analyses its geographical aspects as well as its human and economic potential. Its aim is not to predict future development possibilities but to present an accurate and complete picture of the existing resource base that can then be used for policy formulation.
