Throughout independent India`s twenty-five year experience the focus has been on planning at the national level. Yet if development plans are to take effect it is imperative that they take into account the regional peculiarities and diversities that characterize a large country such as ours. Accordingly the Planning Commission has suggested to the various state governments that they adopt a micro-development approach that would assure the extension of overall development policies to the local level.
