The Technocrats with their specialised training, hard work, sincerity and dedication to the welfare of the Nation should be given due weight age similar to those of the generalist called bureaucrats. There should be no discrimination.
The book is divided into ten chapters. The first chapter gives the experience of the author as a technocrat covering a period of 55 years, as a student, lecturer, officer of the Government of Assam, Ministry of Agriculture, Government of India and now as president and Chairman of various organisations. The chapters II and III deal with the growth of the Agricultural Departments, prevailing service conditions and suggestions for improvement on the basis of the report of the Agricultural Administrative Committee of 1958.
The chapters IV and V deal with the training of personnel and their assessment to build up their competency. This also deals with the budgeting, sanctions, procedures and delegations of powers to make the system more effective.
The chapter VI deals with the anatomy of Indian Council of Agricultural Research and the suggestions given by the Review Committee and also by the committee set up for working out the strategy of the Eight Five Year Plan for making the Indian Council of Agriculture Research and effective body.
The chapter VII deals with views expressed by the three late Prime Ministers on technocrats being made Secretaries to the Ministries and Departments of Govt. of India. It also gives the views of the other senior officers. This is very revealing. The chapter VIII deals with the pay and perks of the Bureaucrats training and role of political leaders.
The chapters IX and X are the main thrust of this book where the political leaders, administrators, technocrats and journalists have written that the technocrat has been given a raw deal, neglected in pay, housing and more particularly in administrative power. They should be given proper weight age.
The author has tried it best to project the past and the present conditions of the technocrats, why it should be changed for the better, give equal status with the bureaucrats for taking the country to the 21st century.
